The 52-unit, mixed-use apartment building on Morse Avenue was largely vacant when Carl McElroy, the owner of the property, received $1.2 million in financing through CIC’s Flex Fund Program to undertake substantial rehab of the building. Located on a tough block in Rogers Park, Carl stood guard while the rehab took place, evicting bad tenants and keeping gang and other criminal elements away from his investment. It’s now a great addition to the many upgraded properties in the booming community.
