Construction Inspector
Chicago, IL
The Company: Community Investment Corporation (CIC) is a nonprofit corporation that builds vibrant communities, strengthens local businesses, and provides quality homes for families. As a leader in the preservation of affordable rental housing and capitalized by investments from more than 40 financial institutions, CIC has originated more than 2,830 loans for $1.8 billion for the acquisition and rehabilitation of more than 69,370 units of affordable rental housing in the Chicago metropolitan area. CIC services a loan portfolio of $300 million and finances $55-$65 million in loans per year.
The Position: The Construction Inspector, under the supervision of the Construction Risk Manager, reviews and evaluates the proposed scope and budget of the rehabilitation projects under consideration for CIC loans. The Inspector also works with the owner and general contractor in refining the scope of work necessary to meet the needs of the building, reviews draw requests and makes payout inspections. We will consider both Independent Contractor candidates and individuals who seek full time employment within our organization.
Reports to: Construction Risk Manager
Duties and Responsibilities:
- Initial Inspections – Reviews the proposed construction scope and budget; inspection of the property to compare the physical conditions with the proposed work. Makes recommendations, if necessary, to clarify and/or modify the scope and budget. Makes written reports to borrower with recomnendations and suggestions. Evaluates the general contractor’s capabilities.
- Assess the energy efficiency of buildings
- Conducts thorough evaluations of a building’s envelope, energy usage patterns, HVAC (heating, ventilation, and air conditioning) systems, insulation, lighting, appliances, and other equipment.
- Provides detailed recommendations for energy efficiency improvements. Performs energy scope reviews and recommend funding resources/programs (both internal and external), to connect to proposed projects.
- Prepares for Loan Committee/ Closing – Reviews and compile all the necessary construction documents required to ensure confidence that the project will succeed. This includes architectural plans, subcontractors’ proposals, permits, insurance, etc. Assists the Loan Officer in the presentation of the request for loan approval at Loan Committee meetings.
- Payouts Inspections – Inspects the property to review the progress of the construction work to determine the value of the work completed. Writes summaries of the work completed at the time of inspection.
- Process Draws – Reviews documentation submitted by contractor and borrower.
- Owner/Contractor Interface – Often communicates with borrowers and contractors regarding job progress, questions on draws, mediating disputes to ensure that the construction is completed with good workmanship and within the time frame previously established,
- Other lenders/Title Companies/Loan Officers, other Entities Interface – Communicates with inspectors of other lenders, Title Company officers, Loan Officers, etc. to coordinate inspections and assist in resolving payout discrepancies that may arise during the construction project.
Skills and Experience:
- Five years experience in a combination of construction related activities, including inspections, draw review and construction supervision.
- 3-5 years’ experience in energy related construction strategy/budget development including, but not limited to energy-efficiency, climate-resiliency, financial and technical resources. Multi-family residential sector preferred.
- Ability to identify energy wastage, reduce energy consumption and lower utility costs.
- Undergraduate degree preferred.
- Excellent communication skills in person and in writing.
- Well organized and able to meet deadlines.
- Able to work with persons of diverse backgrounds.
Salary range is $75k-$90k along with a full benefits package that includes medical, dental, vision insurance, life/add insurance, PTO, 401(k) + match, gym membership benefit, and tuition assistance.
Senior Loan Officer

CIC services a loan portfolio of $300 million and finances $55-$65 million in loans per year.
The Position: The Senior Loan Officer’s primary responsibility is to originate loans using CIC financial products and this includes marketing loan products, analyzing and underwriting loan applications, and developing loan packages for presentation to the CIC Loan Committee and/or Senior Management.
Reports to: Senior Vice President, Managing Director of Lending
Duties and Responsibilities:
• Manage applications from receipt through underwriting to closing, including coordination with construction and closing departments.
• Speak and make presentations to prospects, including apartment building owners, building owner
associations, real estate and mortgage brokers, attorneys, and accountants to initiate loan applications.
• Evaluate real estate projections, financial capacity, credit history, and managerial ability of loan applicants.
• Prepare and present loan recommendations to Loan Committee and/or Senior Management.
• Provide technical assistance to applicants, where needed, and review confidential information including tax returns, personal financial statements, real estate holdings, and pending real estate negotiations and transactions.
• Meet loan production, business development, credit analysis, client relationship, teamwork, and continual improvement goals.
• Develop and implement strategic plan that includes creating and executing business development & community engagement strategies aligned with CIC’s goals.
• Nurture partnerships by establishing and maintaining relationships with key stakeholders, including business owners, community leaders and individuals.
• Participate in assigned community outreach and support communications campaigns to promote CIC.
Skills and Experience:
• Bachelor’s or Master’s degree in finance, real estate, urban studies, or related field.
• Minimum of 15 years’ commercial real estate lending or related experience.
• Ability to provide critical assessment of standard underwriting criteria (financial analysis, management assessment, collateral risk, etc.).
• Knowledge of conventional private sector real estate finance. Governmental real estate finance a plus.
• Strong interpersonal, presentation, written, and verbal communication skills.
• Ability to maintain active relationships with referral sources and other key stakeholders.
• Familiarity with Chicago communities; experience and understanding of community development initiatives in low/moderate income communities.
• Spanish fluency a plus
Salary range is $120k – $130k. Full benefits package (medical, dental, vision, life insurance, 401(k), PTO, etc) included.
